ORDER OF THE BOARD OF SUPERVISORS OF ISABELLA COUNTY, FOR THE ERECTION OF THE TOWNSHIP OF VERNON.


 

        In the matter of the application of Cornelius BOGAN, Simeon HAGERTY, James M. STOUGH, John HERRING, B. C. FARNHAM, George R. REASE, C. H. FARNAHM, George W. STINE, Patrick McLAUGHLIN, Duncan CARMICHAEL, Abel BYWATER, William PHINISSEY, George WILLIAMS, Jacob E. SHAFFER, John O’NEIL, and W. L. FURBUSH, for the errection and organization of a new township.


 

        It appearing to the Board of Supervisors that application has been made, and notice thereof has been signed, posted up and published in the matter required by law: and having duly considered the matter of said application the Board Order and Enact: that the territory described in said application as follows, to wit: Towns Sixteen [16] Seventeen [17] and Eighteen [18] North of Range Three [3] West, be and the same is hereby erected into a Township, to be called and known by the name of the Township of Vernon. The First town meeting thereof shall be held at the house of George W. STINE on the second Monday of July A. D., 1866 at nine [9] o’clock A.M. and at said meeting, William PHINISSEY, Cornelius BOGAN and James M. STOUGH, three electors of said Township, shall be the persona whose duty it shall be to preside at such meeting, appoint a clerk, open and keep the pools and exercise the same powers as inspectors of Election at any township meeting as the law provides.

Milton BRADLEY, Clerk of the County aforesaid and the Board of Supervisors thereof, do hereby that I have carefully compared the foregoing Copy of an order of said board with the record thereof in my office, as clerk of said board, and the copy thereto attached of the map or survey of the new Township of Vernon, in my office, and furnished to said Board on the application for the erection and organization of said township, and that said copies are true copies; and I further certify that the foregoing order of said Board was passed by them at their meeting, held at Mount Pleasant in said County on the 11th day of June A. D., 1866, as appears by said record.

        In testimony whereof I have hereunto set my hand and affixed the seal of the Circuit Court of said County, this 18th day of December, in the year of our Lord, Eighteen hundred and sixty-six.

Vernon, Michigan - July 9, 1866


 

        At a special Township meeting held at the house of George W. STINE in the Township of Vernon, William Phinissey, Cornelius Bogan, and James M. Stough were the Inspectors of said election. James M. Stough was appointed moderator and Cornelius Bogan, Clerk after being duly sworn they [the Inspectors] proceeded to open the Pools. Abel Bywater was appointed Clerk of election. On Motion it was agreed to purchase a site for Townhouse from James Render, the lot to be on section 23, Town 16, Range 4 West, the consideration of said lot to cost Three Dollars [$3.00]. At 4 o’clock P M the Pools were closed when the Inspectors proceeded to count the Votes.

        At the annual meeting of the Township Board of the Township of Vernon held at the office of the Township Clerk on the 26th day of March, A. D, 1867. Present William Phinissey, Supervisor; Cornelius Bogan, Township Clerk. The report of Highway Commissioners was examined and accepted. The account of James M. Stough [$14.00] for services as Highway Commissioner was examined and allowed.

        The account of Abel Bywater for services as Highway Commissioner was examined and allowed at $12.00.

        The account of O. B. Church for publishing Notice of organization was examined and allowed at $3.80.

        The account of Thomas Render for services rendered as Clerk of Election was examined and allowed at $2.00.

        The account of Bradley C. Farhnam for services as Inspector of Election was examined and allowed at $2.00.

        The account of William Phinissey for services performed as Supervisor was examined and allowed at $22.00.

        The account of Cornelius Bogan for services rendered as Township Clerk was examined and allowed at $.6326??

        The account of George W. Stine for use of house for Elections was examined and allowed at $10.00.

        At the annual Township meeting of the Township of Vernon held at the house of Bradley C. Farnham, April 1, 1867. The following named persons were appointed: James M. Stough, Inspector of Election and John H. Tope, Clerk. The polls were opened at 9:30 o’clock. On Motion the polls were closed one hour at noon. The polls were opened at one o’clock. On Motion that we raise by Tax 250 Dollars for Highways and Bridges - carried on Motion that we raise a Tax of one half of one per cent according to the aggregage of last years assessment roll, - carried. On motion that we raise by Tax 200 Dollars for the purpose of establishing a burning ground and building a Townhouse, carried. At 5 o’clock P. M., the polls were closed when the Inspectors proceeded to count votes.

Vernon, Michigan, May 1, 1867


 

        At a meeting of the Township Board of the Township of Vernon, held at the office of the Township Clerk, May 1st, 1867 for the purpose of examining the bids and letting the jobs of building a Townhouse and cleaning two acres of land for a burying ground. The bid of Elijah E. Wheaton and Bradley C. Farnham was eighty dollars [$80.00] and one hundred and ten dollars [$110.00] for clearing and fencing the burial lot. The bid of Abel Bywater was ninety dollars [$90.00] for clearing and fencing the burial lot. On Motion of John H. Tope the jobs were let to Elijah D. Wheaton and Bradley C. Farnham at their bid. On Motion that we adjourn.

        On motion that we issue an order of $20.00 for the purpose of purchasing blank Books for the use of the Township - carried.

Vernon, Michigan - Jan. 30, 1868


 

        The Township Board met according to appointment and was called to order by the Chairman. It was moved and carried that the Chairman and Clerk be authorized to issue an order for the Balance of the appropriation remaining unexpended and apply the same for building the Town house and completing the fence around the Cemetery, the fund to be placed in the hands of the Township Treasurer, subject to the order of the Township Board.

        The account of C. Bogan for services as Township Clerk was allowed at $18.50.

        It was moved and carried that there be thirty dollars [$30.00] appropriated for getting a secretary and Ballot Boxes made. It was moved and carried that Peter Alger get a Secretary and Ballot Boxes made and that the Chairman and Clerk be instructed to issue an order to Am’t of thirty dollars to pay for the same.

        The account of Duncan Carmichael for services as Highway Commissioner accepted at $29.00.

        The account of John M. Kirkland for services as Highway Commissioner accepted at $10.00.

        The account of James Render as School Inspector accepted and allowed at $6.00.

        The account of Frederick Fishley for services rendered as Inspector of Election accepted at $2.00.

        The account of Peter Alger for stamp on Bond and services as Inspector of Election allowed at $5.00.

        The account of Wm. Phinisy as chairman of Township Board allowed at $4.50.

        It was moved and seconded that the Chairman and Clerk be instructed to issue an order upon the Treasurer to Peter Alger for the use of the Town to pay for building the Townhouse, and that he be authorized to sell the same for not less than eighty cents on the dollar, and place the money in the Township Treasurer’s hands, subject to the order of the Township Board.

        The Board was called to order by the chairman. After due deliberation it was Resolved first that the lots be laid out as follows: Each lot to be 10X20 feet, and an alley of 5 feet wide between every lot, the alleys to run both ways, east and west and north and south.

        Second: to commence in the northeast corner of the Burying ground with No. 1, then continue laying out the lots north and south and number the same in rotation.

        On motion of Peter Alger that Thomas M. Maynard be appointed as Health Office for the Township of Vernon - carried.

        The Board then proceeded to lay out the lots. At 6 o’clock P.M. The Board adjourned till Aug. 29th, 1868.

        The meeting was called to order by the Chairman on motion that Cornelius Bogan be appointed Assistant Clerk of said Election - carried. The polls were opened at 9 o’clock A. M., when the Inspectors proceeded to take in the votes. At 12 o’clock noon the polls were closed for 1 hour. The polls were opened again at 1 o’clock P.M. The meeting then proceeded to elect overseers of highways. They were elected by viva-voce-

        1__On motion that William Phinisy be elected overseer of highways for District No. 1 - carried.

        2__On motion that William Bunker be elected overseer of highways for District No. 2 - carried.

        3__On motion that George W. Stine be elected overseer of highways for District No. 3 - carried.

        4__On motion that we raise by tax two hundred fifty dollars [$250] for highway purposes - carried.

        5__On motion that we raise one half of one per cent additional according to last years assessment roll - carried.

        6__On motion that we raise six hundred dollars [$600] for contingent fund - carried.

        At a special meeting of the Township Board of the Township of Vernon, held at the Townhouse Dec. 18th, 1869, for the purpose of auditing and settling accounts, and for the transaction of such other business as may lawfully come before it.

        The Board was called to order by the Chairman at 9 o’clock A. M.

1__It was –resolved, that the Township Board of the township of Vernon appropriate $50.00 out of the contingent fund to Dr. Maynard as a salary, as health officer of said township - carried.

2__On motion that we appropriate $15.00 out of the contingent fund and issue an order of the same to purchase a secretary for the use of the supervisor - carried.

3__On motion, Mr. Wheaton was authorized to purchase said secretary.

4__On motion that we appropriate $15.00 out of the contingent fund for getting the Townhouse repaired - carried.

        Said job repairing the Townhouse was let to Lanson Wing at $15.00 to be done as follows:

        1__To be banked and plastered with clay and sand or ashes.

        2__To furnish glass to fill out the windows, also putty to be furnished and pasted on, also strips to be put on to keep the windows to their place.

        3__One joint stovepipe, and 2 pieces of tin or sheet iron for stovepipe, one on the roof, and one where the pipe goes through the floor.

        At a special meeting of the Township Board, held at the Townhouse in said township on the 27th day of April, 1870 for the purpose of taking into consideration the necessity of making an appropriation for the improvement of the Burying Ground and for the transaction of such other business as may lawfully come before the Board. Present:

        The meeting was called to order by the Chairman and then proceeded to view the Burying Ground. On motion the Board appropriated sixty-five dollars [$64.00] out of the contingent fund for the improvement of the Burying Ground. An account of Lanson Wing of twelve dollars [$12.00] for extra services rendered as Township Treasurer and one day setting with the Board was examined and allowed at $12.00. On motion it was agreed to let the following jobs for the improvement of the burying ground , to wit:

        To deepen and widen the ditch for the draining of the front. To build a Barway and put in bars in front of the main alley. To build a crossway from the highway to said bars. Also that the clerk post notices in-regard to the letting of said jobs at a public auction on the 1st day of June next.

        Not having any more business to transact the Board adjourned.

Vernon, Michigan - June 1st, 1870


 

        The Township Board of the township of Vernon met at the Townhouse in said township on the 1st day of June, 1870 for the purpose of letting jobs for the improvement of the burying ground as follows:

        1__To deepen and widen the ditch for the draining of the front part of said ground.

        2__To set posts and put in bars in front of the main alley and to build a crossway from the same to the road.

        3__To set out a row of trees on the west side of the said grounds.

        The Board was called to order by the Chairman and then agreed on the following plans and specifications for the performance of said jobs specifications on ditch:

        To commence at a point low enough not exceeding thirty rods from the State Road to make the ditch of sufficient depth and fall to drain the surface water in front of the burying ground to be not less than eighteen inches in width on the bottom and the banks to slope outward one foot for every foot in depth.

Specification on bars:

        The posts to be of white oak or black cherry of at least one foot in diameter where they go in the ground and to be set in the ground to the depth of three feet and to be set twelve feet apart and to be four and one half feet high and when flat and mortised for rails, the rails to be sufficiently close to keep out pigs.

Specifications on crossway:

        To commence at the fence opposite the main alley and run in a straight line due west to the road and to build a wing on each side sufficient for teams to get on the crossway from the road and to grub all the stumps in line of said crossway. To be built of oak, hemlock or black ash timber fourteen feet in length and to be covered eight feet wide and ten inches deep in the center with earth to be thrown from a ditch to be dug on the south side of said crossway. Said ditch to be three and one half feet wide and one and one half feet deep, also to build a culvert where it crosses the main ditch.

Specifications on trees:

        To be of sugar maple two inches in diameter to be set in a straight line sixteen feet apart on the west side of the ground. To be set out about the middle of November next.

        The Board then proceeded to let the jobs and they were let to the following persons:

        The ditch was let to D. J. Brewer at one dollar [$1] per rod.

        The crossway and bars included was let to Peter Alger at five dollars [$5] per rod.

        The job of setting out the trees was let to Allen McDonald at sixty cents [$.60] a piece.

        Not having any more business to transact the Board adjourned.

        At a meeting of the Township Board held at the Townhouse in said township on the 25th day of May, 1871.

        The meeting was called to order by the chairman at 10 o’clock A. M. On motion of Elam Robbins that the Board let a job of building a good substantial board fence around the cemetery in the place of the one lately destroyed by fire - carried.

        On motion of Elam Robbins the Supervisor was instructed of inquire into the origin of the fire which destroyed the fence and to prosecute the offender or offenders for damages if any be found guilty of gross carelessness in the matter. The account of I. E. Arnold of $5.00 for plats of Vernon city furnished Supervisor was allowed at $3.00.

        Not having any more business to transact the board adjourned.

        At a general election held at the Townhouse in the township of Vernon on the 5th day of Nov., 1872.

        On motion of Dwight J. Brewer, Rockwell J. F. Bartlett was appointed assistant clerk of said election.

        On motion of C. Bogan, William Whalley was appointed special Constable to act at said election. The Polls were opened at 9:30 A. M.

        On motion of Cornelius Bogan that the meeting be adjourned to Holtz Tavern - motion carried.

        On motion of Cornelius Bogan _______ was appointed special Constable, to remain at the Townhouse to give information of said adjournment to all qualified electors going to said townhouse to vote.

        The chairman also posted up notices on the Townhouse door of said adjournment.

        The chairman made a proclamation that the meeting be adjourned to Holtz Tavern.

        The polls were opened at Holtz Tavern at 11 o’clock A. M., when Inspectors proceeded to take in the votes. The Polls were closed during the noon hour and re-opened at 1 P.M. The Polls were closed at 5 o’clock P.M. when the board proceeded to canvas the votes.

        At 6:30 P.M., the board adjourned 1 hr for supper

        At 7:30 P. M. The board was called to order by the chairman when the board proceeded to make out and sign the election returns. On motion of Cornelius Bogan, Dwight J. Brewer was appointed as county Canvasser. The board then adjourned.

        The meeting was called to order by the Chair, then the Board proceeded to sell the job.

        Said job was sold to Lanson Wing at $19.50. Said job to be done as follows, Viz:

        All the brush to be grubbed and briars to be cut down close to the ground. All stumps that can be taken out with a team to taken out and piled up in heaps and burned.

        Also all the brush to be piled in heaps to be burned, and to be burned at such times, that the fire would not run. Said job to be completed on or before the 25th day of Aug., 1874, in a good and workmanlike manner.

        Not having any more business to transact the Board adjourned.
